The SC-28 provides full TTL control for Nikon Speedlights when used off camera with Nikon D-SLRs that utilize a TTL hot shoe.

One end slips into the D-SLR's hot shoe and the Speedlight attaches to the  other end, when the Speedlight is used off-camera, on a bracket.
The SC-28 is approx. 9-ft in length and coiled.

reliable This is a simple product that works great. I've tried 3rd party ttl cables in the past and had confusing results, sometimes they misfired, sometimes they fired but at 1/1 power not ttl exposure. Did not hold up as well as I thought it would I have used the cord about 4 years, not very heavy use, just on week-ends. It did everything it was supposed to do, but I was surprised when I noticed the outside rubber insulation coming off both ends of the cord where it enters the hot shoe connector and the flash shoe connector. Thought the cord would hold up better than that. June 10, 2011
One small caveat It has reported in online forums that this product may not work with Nissin flashes. I have a Nikkon D5100 and a Nissin 866i mark 2 and they won't work with this cable. February 12, 2014

Are there any electrical or functional differences between the two? I still have a couple of the older SC-17 cords I'd like to keep using.

Both do the same job, sc-28 has a lever lock instead of a wheel, cord comes out the front on the sc-17 and out the side on the sc-28 and the cord is longer on the sc28. They are functionally the same.

Yes you can use the SB-700 off the camera with the SC-28 in GN mode.
