Answer:
Yes, It is documented in the camera manual not to use an AC coverter. All Coolpix chargers, including the EH-70P can auto switch from 100v to 240V 50hz/60hz.
However, the correct adapter plug must be acquired for the country traveled to, and fitted to the Nikon AC adapter to allow proper AC connection to the wall outlet.

Answer:
To charge the battery by using a camera that supports battery charging or by using a Battery Charger MH-66 (available separately). To charge the battery with the camera, use either Charging AC Adapter EH-70P (included) or the Charge by computer function.

I tried plugging my charger into a solar panel and other peoples' cameras charged, but my Coolpix S6500 didn't charge at all, as if the solar panel didn't recognize it for some reason. Why would that be? Is there a way to get around that, maybe with a different charger or something?

Answer:
Nikon recommends the use of only Nikon accessories with its cameras and cannot guarantee performance with the use of third party accessories. Nikon does make a solar panel charger. Nikon cannot offer support or advice on third party products. You will need to get in contact with the manufacturer of the third party equipment for compatibility information with our products.
