Answer:
Unfortunately, the flash cannot be forced on. To make matters worse, the implemented auto flash algorithm is seriously flawed. Even in very dark rooms, the flash will typically not fire. I'm not sure what kind of light sensor the camera uses, but I suspect it picks up on infrared or ultraviolet, cause it sure ain't visible light. (see attached picture from under my desk (low light), took a series of 6, all looked like this except 1 where the flash accidentally(?) fired.)
The flash is at best unpredictable, but in my experience useless. What a shame, this could have been a good camera, but bad software got in the way.
My advice, stay clear until a version with manual flash control is available.
(To Nikon SW developers: it can't be that hard to implement?
To Nikon product development testers: How did this one slip through?)

Answer:
Usually in the menu, or a button outside will allow...off, red eye, auto, on...for the flash, look for a lightning bolt symbol...should also tell you in the manual for the camera.

Here are specs for flash on this camera, found in "tech specs", below picture of camera on this site...

Built-in flash Range (approx.) (ISO sensitivity: Auto) [W]: 0.3 to 3.5m (1ft. to 11ft.)
[T]: 0.5 to 2.0m (1ft 8 in. to 6 ft 7 in.)

Built-in Flash Control TTL auto flash with monitor preflashes

Hope this helps...

I can't get the photo size to a higher resolution. When I go to that section of the menu, it will only let me choose the smallest (2mb) size; the other choices are greyed out. We want better-quality photos so would like the largest setting! Thx

Photo resolution - can I reduce size?

We use the camera for house component photos and put them in reports. Great camera for this use but the resolution is to large (about 500k) even on the 2-megapixel setting. We need about 100-150k photos to keep from getting to large of a report data size.

The camera is a standout because the lens is behind a sealed glass cover and not prone to dust damage.

Anyway to reduce resolution below 2-megapixel?
