Answer: 
Its not necessary at all, most of the time they are used for protection of the front element. They shouldnt effect the image at all as long as you use a clear glass type filter.

Answer: 
The best way to clean a filter is to use a piece of lint free lens cleaning tissue and a small amount of Lens Cleaning solution. Do not use anything containing abrasives or solvents, only use Lens Cleaning Solution.
